The whole lifecycle compressed into 6–12 weeks: establish the baseline condition, fix scope and finish standards, prepare the budget and bill of quantities, tender and select, control construction against milestones, close out the final account. Quantity take-off and BOQ are included.

Packaging strategy, tender documents and evaluation criteria, shortlisting, commercial and technical comparison, negotiation support, award recommendation. The decision and the signature always remain with the owner.

Construction contract review & drafting before signature
At least seven clause groups examined: payment terms and milestones, advance payment and bonds, retention, price adjustment, variation mechanism, grounds and procedure for extension of time, and liquidated damages. Bilingual FIDIC-based versions available in Vietnamese–English or Vietnamese–Chinese.

Cost & quantity control, A–B final account
Certify quantities each payment cycle, screen variations for a properly signed instruction, rebut contractor claims, issue a monthly payment recommendation. At close-out: reconcile against as-built drawings and inspection records, find mis-applied rates and double counting, produce the deduction schedule and defend it in reconciliation meetings.

The last independent reconciliation before you sign. Every line of the deduction schedule cites a drawing number, a gridline and an inspection record.

Project delivery management
Our people on site, running the job for you: chairing coordination meetings, directing main contractor and subcontractors, managing the programme along the critical path, selecting and supervising the site supervision firm on your behalf, and keeping the correspondence record that becomes evidence if a dispute follows.

Check the completion dossier for completeness and compliance, verify MEP commissioning through all three stages, produce a snag list with photographs and gridline references, hand over the as-built records and O&M manuals.

Design appraisal
Confirms the design meets safety and code requirements. The report forms part of the submission dossier and the signatory carries legal responsibility. Outside Vietnam we take this on only in association with a locally licensed firm.

A risk register across the six professional axes — programme, cost, quality, safety, cash flow and contract risk — quantified as probability times cost, giving confidence ranges for total investment and completion date rather than a single figure.

Independent take-off, a tender-ready bill of quantities with technical requirements against each item, three-level budget, provisional sums ring-fenced, and the items most exposed to overstatement at payment flagged in advance.

Condition survey & assessment (two levels)
Level one establishes the baseline before refurbishment. Level two is technical due diligence for a transaction — acquisition, contribution in kind, mortgage, or a lender assessing security.

Structural safety assessment
Defect survey located by gridline and level, testing commissioned from an accredited laboratory, load-capacity verification against actual material strength and actual loading, and a costed strengthening scheme.

Electrical safety assessment
Variance against as-built drawings, actual load and phase balance, thermal imaging of switchboards and terminations, earthing and insulation resistance testing, and a defect schedule ranked by fire risk.

Fire safety assessment
Current condition compared item by item against the approved fire-safety design, producing a deviation schedule with remediation costs and priority. Outside Vietnam, assessed against local codes.

Operating cost review
Inventory of live O&M contracts, actual service delivered against what was contracted, rates benchmarked against the market, and the unfavourable clauses — automatic renewal, uncapped escalation — brought to the surface.

We have no office outside Vietnam. Travel and accommodation are billed separately against a budget you approve in advance, never folded into the consultancy fee. Legal basis, cost norms and contract currency change with the country the works are in — all of which we establish before quoting.

Vietnamese legal basis

Vietnam's construction legislation was replaced in full on 1 July 2026.

Construction Law 135/2025/QH15 supersedes the 2014 and 2020 laws, bringing with it Decrees 206–217/2026 and Circulars 33–42/2026. Most contracts and tender documents in circulation still cite instruments that have been repealed — and one wrong citation is enough for the other side to overturn a clause in a dispute.
